I've just installed ugene on both versions of Ubuntu (18.04/20.04) and am having the same problem on both variants.
There are no plugins displayed/available (see window capture)
For Ubuntu 18.04 I proceeded per the ubuntu native installation instructions at: ugene.net/wiki/display/UUOUM29/Native+Installation+on+Ubuntu (I'm not allowed to post a real link yet, so the above should have the customary https: prefix)
For Ubuntu 20.04 ugene is available without having to perform the add-apt-repository step, i.e. I was able to simply do:
sudo apt install ugene ugene-data
without adding the:
sudo add-apt-repository ppa:iefremov/ppa
With the new Ubuntu 20.04 (focal) release I tried it both ways (from the standard repository and also from the iefremov/ppa). Note that when I used the 20.04/iefremov/ppa combination I set the release repository to "bionic" (i.e. 18.04) due to the fact that the iefremov/ppa hasn't yet published a 20.04 list file (the 18.04 version should work ok).
