Is there a way to establish a ruler, or otherwise annotate my translation frame, such that I can easily determine which amino acid residue I'm looking at with respect to my ORF?

Thank you for your feedback! Unfortunately currently you can only divide by 3 the corresponding nucleotide coordinate.

We will surely take your feedback into account! The corresponding issue in our tracker is UGENE-3699.
